Is there supposed to be a washer between the domed nut and the body of the OPRV? Mine does not. Thanks

Yes, a fibre washer.

Problem is that even IF you can find the correct thickness fiber washer it's such a tight fit that you are almost assured of tearing it getting it past the threads.

Get the right size and that will not happen.

This is under the domed nut right? A total of two fiber washers, one under the domed nut and one between the OPRV and the case.

It's obvious that you have never tried to replace one of these. The ID is almost as tight as those Japanese washers which are hopelessly trapped on the bolt they came with.
But, I know, you just spin up a new one on the lathe.
