The 1974 T150 parts manual shows the oil filter with a seal at each end of the oil filter, the same part number as the seal in the end cap, which doesn't make sense, and the spring on the inner end of the filter element. However, the 1975 T160 parts manual shows only a seal in the cap and the spring at the cap end of the filter. Which is it?

Yes, the drawing is wrong, so, the order is;

1. Filter element (with rubber seal attached to the inner end)
2. Spring
3. O-ring and end cap.
