1966 and 1967 Atlas had pressed steel primary with rubber plug for clutch rod adjustment and a small removable steel cover to check primary chain tension...

According to the book Norton Twin Restorations by Roy Bacon, the inspection hole with it's rubber bung was started late in 1964.
