Dean: If you haven't, you might watch ebayUK for a while. Not the easiest solution, but not that bad, either. I've gotten a number of parts for my B33 that way.

I might have a B31 head. But, if I do it's at the back of a shelf behind a few hundred pounds of other BSA parts (there are heads back there, but they might all be B33 heads). If I do have one it will be rusty (no big deal) and certainly will need new valves and guides. However, before even considering shifting a few hundred pounds of parts, how much is such a head worth? Please don't ask me how much I want for it, tell me what it's worth.

I did some measuring and the b31 head fits in a usps "if it fits it ships" boxes. Perhaps if a thin piece of paneling was underneath the head and packed well it would be ok. Very cheap to ship within the US.

You really have to urge any seller/shipper of something like that to pack it well. Not to derail your posting here, but I speak from experience.
