Speedo repair is going to be at least $150 I would have thought. Might be worth prising the bezel off, unscrew the inner workings and having a look to see if its just got dirt inside. If so blow it all out and see if you can get it working. very carefully try to move the needle, it might just be stuck. Its not actually connected to the mechanism, just moves via a magnet. I have done this successfully a couple of times. You should be able to buy a new bezel or re-use yours if you haven't damaged it. they are put on originally using a rolling tool, but you can usually do it yourself. Its hidden by the speedo bracket anyway.
