My recently acquired 1970 T120R Bonneville has
two Clear Hooters horns. The right side horn says
Low Note and the left side High Note. Is that normal
and why? Thanks.

2 horns , relay , bracket ...and various fixing nuts ... listed as for the T120R
.

Twin horns are generally a 'Low' and a 'High'.

WHY? For a "prettier" sound, of course!

For some years of Chevrolet, a third horn was an option for the same reason:
two horns were the same sound, the optional third was of a different tone.
