The adjustment where the clutch cable goes into the hand lever on my 69 Lightning is at an end and the adjuster sleeve barely goes into the handle assembly. If there was an adjustment in the cable this would allow the adjuster sleeve to go into the handle assembly. However the clutch operates just fine.

Would anyone know of a fix for this instead of say removing a 1/4" or so from the inner cable?

do you have the correct assembly on the motor end ?,
parts 35, 36 , 37 on this diagram https://www.draganfly.co.uk/index.php/bsa/bsa/a50-a-a65/1969/category/318-gearchange-mechanism
the cable nipple engages in a small spring loaded connector that links the cable to the clutch op arm, supposedly to allow a cable change without opening up the case, if this part is missing your cable ( ie cable connects directly to op arm) will appear to be the wrong size. If the connector is there then shortening the cable inner would seem to be the solution.
